The Department of Homeland Security, Federal Emergency Management Agency (FEMA), Protection and National Preparedness (PNP), National Preparedness Directorate (NPD), National Training and Education Division (NTED) encourages states, territories, and urban areas to use Homeland Security Grant Program (HSGP) funds to enhance the capabilities of state and local emergency preparedness through the development of a state homeland security training program. Allowable training-related costs under the HSGP include the establishment, support, conduct, and attendance for training programs specifically identified under the State Homeland Security Program (SHSP), Urban Areas Security Initiative (UASI), Law Enforcement Terrorism Prevention Program (LETPP), Metropolitan Medical Response System (MMRS), Citizen Corps Program (CCP), and the Emergency Management Performance Grants (EMPG) grant programs within existing training academies, universities, or junior colleges.
Training programs include, but are not limited to, incidents of terrorism and catastrophic events, cyber/agriculture/food security, and citizen preparedness. The target audience for these training programs include Animal Emergency Services, Agricultural Safety (Pre and Post Harvest), Citizen/Community Volunteer, Emergency Management, Emergency Medical Services, Fire Service, Governmental Administrative, Healthcare, Hazardous Materials, Information Technology, Law Enforcement, Public Health, Public Safety Communications, Private Sector/Corporate Security and Safety Professionals, Public Works, Search and Rescue, and Transportation Security (Air, Water, Ground, Port). It should be noted that each of the aforementioned NTED grant programs in the HSGP have specific requirements and limitations for the use of their funds and may not be applicable across topic areas.
Web-Forms is an electronic data management system built to assist State Administrative Agency (SAA) Training Points of Contact (TPOC) and Federal agencies with submitting non-NTED provided training courses for inclusion in the State/Federal-Sponsored Course Catalog through electronic forms. The information collected through Web-Forms is used in a two-step review process to ensure the training programs adhere to the intent of the HSGP guidance and the course content is structurally sound and current. As these programs may be delivered nationwide, it is vital to ensure each training program's viability and relevance to the Homeland Security mission.
